From Quora: It's entire population is less than 70 lakhs which is slightly lower than one of the districts of West Bengal, Murshidabad.
As per historical data, J&K received 10% of central government funds while their population was only 1% of India's total population.
In contrast, Uttar Pradesh makes up about 13 per cent of the country’s population but received only 8.2 per cent of Central grants in 2000-16. That means J&K, with a population of 1.255 crore according to the 2011 Census, received Rs.91,300 per person over the last sixteen years while Uttar Pradesh only received Rs.4,300 per person over the same period.
Still no growth, no development in J&K. If that money was spent on UP or Bihar, their condition would have been much better.

Muslims themselves fund their Islamic studies etc in a big way. None of these funding are availed by Islamic organizations for any non Muslim. Because Islam asks a Muslim to do such things for fellow Muslims only, like Zakat, non-Muslim are not part pf this brotherhood. A major portion of these are spent on Islamic studies.
